Job Description

PV Solar Project Community Liaison Officer (CLO)

Department: Sustainability

Position purpose: To maintain stakeholder relations between company and the community and to implement social management processes and community development initiatives to mitigate project related impacts and to benefit local communities.


1. Relationship building

  • Establish and maintain an effective relationship between the local community and Scatec Solar
  • Build and foster an environment that supports community involvement, continuous community engagement
  • Provide community members with opportunities to express their concerns and raise issues.  
  • Rally and build community spirit around the project
  • Liaise with local community stakeholders on behalf of Scatec Solar
  • Engage and facilitate community meetings

2. Stakeholder engagement

  • Provide regular and timely information and project updates to the local community and relevant stakeholders.
  • Create a stakeholder database, develop and regularly update community profiles and expectations
  • Report any community issues to the line manager and project/plant manager of that might affect the project activities or operations
  • Manage the grievance mechanism

3. Institutional arrangements

  • Liaise with the project management & local government offices for planning and implementation of resettlement of households impacted by the solar project and communication of local job other opportunities to the communities

4. Social management and community development programs

  • Deliver weekly and monthly reports on activities
  • Identify and develop proposals for community development projects aligned with the sustainability policy
  • Review and identify potential partners for community development initiatives




  • University degree
  • General knowledge of local and state government practices
  • Well-developed knowledge of local language, culture, customs and practices in the community.


  • Demonstrated high level interpersonal and communication skills
  • An ability to act as project representative
  • An ability to articulate and deliver information both technical and general at community level
  • Mediation and conflict resolution skills
  • Assessment and evaluation capabilities
  • An ability to source and filter information for feeding back to the community
  • Demonstrated ability to liaise with all levels of society
  • Demonstrated event management and time management skills
  • Ability to coordinate and negotiate


2+ years in community experience in the following areas are plus:

  • Socio economic development
  • Stakeholder management
  • Formulation of strategies
  • Project management experience


  • Must be able to work flexibly according to operational needs
  • Must have a valid driver’s license
